Tension Again: MMM Nigeria Put Big Investors On Hold As The Ponzi Scheme Reopens

Mavrodi Mondial Moneybox, a Ponzi scheme known simply as MMM, on Friday opened for business after one month of break, but investors in the scheme have remained stranded as they still cannot access their funds. MMM had announced the resumption on its Twitter handle, saying it was “now open” even though it had initially promised to reopen today, Saturday, January 14. In the message, the scheme’s founder, Sergey Mavrodi, said because of the likely deluge of requests from participants, payments would be gradual and have limits. He also said it would prioritise payments to participants with small amounts, which were not specified, and that big investors would have to wait longer. “Please, be prepared to wait for a couple of days. We are certain things will then calm down, and the system operation will return to normal. “We’re the ones setting limits, so it’s completely under our control, and we are not expecting any emergencies in principle. Have no fear and go on about your business as usual. “As the system is socially oriented, we will make paybacks to the poor and the economically disadvantaged in the first place; it means to the members with small PH (Provide Help) amounts. The richer can wait. Moreover, we’ve warned you repeatedly to only provide help with amounts that are not critical for you.” With about three million Nigerians involved in the scheme and huge investments at stake, the freezing of the MMM’s accounts a month ago had sparked fears that the ponzi scheme had crashed. The fears and frustrations are further heightened by MMM’s declaration that it would introduce bitcoins as the new mode of payment ahead of its comeback, which some participants of the scheme have described as confusing. For example, Frank Bunna who deals in computer accessories at Olugbede market in Idimu, Lagos, said he was stranded as he had invested all the money for his goods in MMM. The Igbo trader, who was looking dejected when our correspondent visited the market, said his future was dashed as he expressed disappointment that he would not be able to get his money back today (Saturday). He said, “This is my life! How will I live? I invested N2m! Look at my shop, it is totally empty. I invested the whole money for my business on this MMM; I even borrowed N300, 000 that I added to it. I spent six days in the hospital as soon as I heard the account was frozen. I am hypertensive so my blood pressure shot up when I heard the news. To hear that I would not be paid immediately means that I am dead.” Another Lagos resident simply identified as Korede, who invested over N500, 000 in the scheme, said, “There is going to be crisis in my home. I borrowed my wife’s N300, 000 to invest in the scheme. I didn’t tell her, but I guess she’s suspicious now. “I promised to return the money December ending, but couldn’t. That was when MMM froze our accounts. It appears that there is going to be some delay before I can get the money. I just hope my wife will forgive me in case this thing fails. To be sincere, I am afraid.” An undergraduate of the University of Benin, Benin City, Edo State, who identified himself as Chiboy because he did not want his parents to know he invested his tuition and money meant for his dissertation in MMM, said he had been left stranded since December 2016, when MMM was suspended and desperately needed his money back. “I had thought that I would be able to get my money back immediately MMM reopened but from what I heard, it would not be possible. My mother will kill me. I don’t even know what to do,” he said. A teacher in a private secondary school in Egbeda, Lagos, who spoke on condition of anonymity, said the bursar of the school had invested N1.5m belonging to the institution in the scheme before the scheme was suspended last month. According to the teacher, when the bursar could not provide the money, he was sacked by the school management and asked to sign an undertaking to return the money when MMM reopened on Saturday, January 14. “The bursar has since been arrested and in his undertaking, he had said he would get the money back immediately MMM resumed operations. But with this development, it will take some time before he can get paid, and that is if he gets paid at all,” the teacher said. A travel agent in Lagos, who identified himself as Mr. Oduntan, lamented that he has been going through difficulty after investing N900, 000 meant for paying his rent in MMM with the hope that he would get about N1.2m in return. Oduntan said he was desperate to recover his funds as his landlord had been on his neck since then. Also, a banker in a new generation bank in Ikeja, Lagos, told one of our correspondents on condition of anonymity that three of her colleagues were sacked for introducing some customers to MMM. According to the banker, his colleagues were sacked after the aggrieved customers officially complained to the bank manager that they were stranded because they had invested in MMM, which was introduced to them by some employees of the bank. The source said, “The customers said they needed their money back. They blamed some of my colleagues for introducing them to MMM and the bank had to sack them. “One of the customers complained that the money he had put in MMM was meant to roof his house and that his planned relocation to the house has had to be delayed because of that. Another one said the money he had invested in MMM was meant to pay his debts while another said the money was meant for his wife’s business.” Another banker working in a commercial bank in Akute, Ogun State, also said one of her colleagues was sacked for investing N2m he had loaned from the bank in MMM and was unable to pay back the loan. A barbing salon operator in Ilorin, Kwara State, Adejare Lawal, who spoke with one of our correspondents on Thursday, said he had invested money belonging to some of his colleagues, which was from their contributory scheme, in the investment. According to him, he invested around N350, 000 in November, hoping to get a profit of at least N80, 000 by the second week of December before accounts were frozen. “This is the biggest risk I have taken in my life and at the moment all I can think about is how to get the money back. I was the one coordinating the barbers’ association’s contribution in my area and I invested it in MMM.” In Oyo State, an estate agent, Mr. Funso Ogungbade, said he had invested the sum of N3.5m, part of which was from the rents he had collected from tenants on behalf of some landlords, in MMM. “My target was that by Saturday, everything would be sorted out but as it is now, I cannot get the money back soon. MMM is saying that it will start by paying the people with small funds and that it will also put a peg on how much we can get,” he said. A student at the Ladoke Akintola University of Technology, simply identified as Wole, said he had invested N50, 000 into the scheme a week before it froze all accounts. Another MMM investor, who simply identified himself as Olayinka, said, “I’m desperate to recover my money. All my investment has gone into it,” he added. Olayinka, who lost his job over a year ago, said he had invested N700,000 that was paid to him as entitlement in MMM, given how profitable the scheme was before it collapsed. So, when I asked for money, he gave me N150, 000. “With the way it was booming, I invested my N600, 000 in it, including the money I had saved from my previous workplace. So, I’m in a fix as I’m talking to you.” Our students invested school fees in MMM –VC On January 11, 2017, the Vice-Chancellor of Osun State University, Prof. Labode Popoola, told journalists that the school’s authorities would publish in national newspapers names of students who owe tuition, claiming that some of them had invested the money in the MMM scheme. Noting that the affected students had owed since their enrolment, Popoola said it had come to the knowledge of the school that most of them were enrolled in MMM. He disclosed that the cumulative debt being owed the school by the students was N2bn. He said, “We are aware that parents of most defaulting students had given them their school fees and it was revealed that the students had diverted the monies into the MMM scheme.” Confusion mounts over bitcoin Findings showed that more Nigerians have been searching for information about bitcoin on the popular search engine- Google. UNIOSUN Students Divert School Fees To MMM; Owe School 2b Naira, VC Alleges

Authorities of Osun State University have cried out over the alleged two billion Naira debts being owed the institution by most of their undergraduates who have refused to pay their tuition fees. According to the university authorities, the students have, since the inceptions of their various degree programmes, refused to balance up the payment of their tuition fees, stressing that they now owe the institution about two billion Naira. While addressing reporters on the university campus, the school Vice Chancellor (VC), Professor Labode Popoola, claimed that a large per cent of the students diverted their school fees to the MMM scheme. Publishing Their Names Professor Popoola, who said that the university had allowed part payment of tuition fees in its effort to ensure that payment of fees did not become a huge burden on parents and guardians, expressed regrets that students abused the opportunity by refusing to pay their fees as and at when due. He, therefore, disclosed that the school authority would expose the students’ debtors by publishing their names and addresses on pages of newspapers stressing that the university would enforce its full rules and regulations on defaulters. Part of the regulations to serve as punishment to defaulters are that students, who are yet to pay up their school fees, would not be allowed to attend classes and write examinations unless they pay. The VC expressed worry that parents of most defaulting students had given them their schools fees but maintained that the students had spent the monies while some diverted their fees to the MMM scheme. “The University has decided to call this press conference to educate and enlighten the stakeholders in particular and the public in general about the financial position of the Osun State University. “Osun State University, being a public institution, is financed from grants from the State government and she also heavily relies on school fees from its students and other Internally Generated Revenues. The State Government under the leadership of Mr Rauf Aregbesola, when he came on board, reduced the school fees. “I wish to confirm that the University has not increased its school fees despite the economic recession. The University remains one of the few State owned institutions that charge modest fees. In all matters concerning our students, their interests remain our paramount consideration. “Meanwhile, I wish to let the public know the current amount being charged since 2011: Programmes Amount per session. Freshers: Science 100,000 Naira and 110,000 Naira; Law (including Nursing Science) 125,000 Naira and 135,000 naira; Non-Science, 95,000 Naira and 105,000 Naira; Acceptance fee, 40,000 Naira; Admission Checker, 2,000 Naira; Medical Fee, 15,000 Naira, Matriculation fee, 5,000 Naira and Late registration fee is 10,000 Naira per semester. “From the breakdown above, it can be seen that the highest school fee for staylite is 125,000 Naira in a session for law and nursing science students; whereas there are some private secondary schools in Osun State that charge about 150,000 Naira and above per term. “It is, however, disheartening to note that the University has discovered that despite the fact that the University operates an enviable stable academic calendar, mobilises its graduating students Youth Service without delay, many of our students still owe school fees running to two billion Naira. “If this trend continues, there is no way the University could perform its financial responsibilities. “Henceforth, Senate at its meeting has approved the implementation of the following guidelines: (i) that all students who fail to register will no longer be allowed into lecture rooms and will not be allowed to write examination; (ii) that only students who fulfil the requirement would be allowed to write examination; (iii) that the policy of 70% attendance at lectures for students will be strictly enforced; (iv) that new students are to pay school fees in full and on time for retention of their studentship; (v) that names of defaulters will be published soon. “All parents and guardians are hereby advised to warn their children and wards to pay their fees on time and not to divert their school fees to other areas,” Professor Popoola said. But the students have begged the university management to give them three weeks to pay up their school fees. Speaking with Channels Television’s correspondent, Bosede Sodiq, an undergraduate of the university, Mr Akinlade Boluwatife, asked the management to re-open the students’ portal that had been closed, stressing that students should be given the chance to pay their school fees within the next three weeks. FG To Offer 124bn Treasury Bills

          The federal government plans to issue 124.84 billion naira worth of treasury bills on Thursday, January 5, 2017. The bills will have maturities ranging from three months to one year. The Central Bank of Nigeria will offer 28 billion naira in the 91 day bill, 42 billion naira in the 182 day bill and 55.84 billion naira in the 364 day bill, using the Dutch auction system. Yahoo Discloses New Breach of 1 Billion User Accounts

A newly discovered data breach exposed the private information of more than 1 billion Yahoo users, the company said, dwarfing the scope of another recently disclosed hack and casting doubt on Verizon Communications Inc.’s planned acquisition of the internet company. The 2013 theft is separate and twice as large as a 2014 hack that Yahoo Inc. disclosed earlier this year. That hack had been billed as likely the largest-ever theft of personal data. Unidentified hackers penetrated Yahoo’s network in August 2013 and stole data including names, email addresses, telephone numbers, dates of birth and passwords, the company said. Yahoo said it believes the incident is distinct from the 2014 hack, and that the hackers are no longer in its corporate network.  The new disclosure could jeopardize Verizon’s $4.83 billion acquisition of Yahoo’s core internet business, a deal announced in July and expected to close in early 2017. In October, Verizon signaled it could consider the 2014 breach a material event that could allow it to change the deal terms. The companies were discussing the impact of that first breach when the second was discovered. Verizon learned of the latest breach in the past few weeks, a person familiar with the matter said. NNPC, IOC Sign Cash-Call Exit Agreement

The Nigerian National Petroleum Corporation (NNPC) and International Oil Companies (IOC) have signed an agreement to exit the Joint Venture Cash-Call Arrangement. This brings to an end, the NNPC’s counterpart funding for 60% equity shareholding it owns in various oil and gas fields in international and indigenous oil firms. The agreement was signed on Thursday in Abuja between the national oil company and Shell Petroleum, Nigeria Agip Oil, Total, Chevron and Exxon Mobil. It is coming barely 24 hours after President Muhammadu Buhari announced that the Federal Government would cut provisions for the Joint Venture Cash-Calls, starting from January 2017. The Minister of State for Petroleum, Dr. Ibe Kachikwu, noted that a governance process would be set up with immediate effect, to manage a new funding mechanism that would provide for cost recovery. The NNPC Group Managing Director, Maikanti Baru, on his part, explained that the exit has set the stage for a review of the cash-call agreement. He added that it has also created an opportunity for the adoption of a more sustainable funding arrangement with international oil companies’ joint venture operations. Cash-calls is a counterpart funding the NNPC pays annually for the 60% equity shareholding it owns in various oil and gas fields operated by IOC and indigenous oil firms. Nigerian Ports Authority To Improve Operational Efficiency

Managing Director of the Nigeria Ports Authority, Hadiza Usman, has hinted that the agency’s priority along with the federal government is to improve its operational efficiency. The NPA MD, revealed this on Channels Television’s breakfast programme Sunrise Daily, where she also explained that the government is working towards improving Nigeria’s business environment. It has been 10 years since the ports went into a concession agreement and this according to Usman has indeed been successful. However, she stressed a need to review the agreement in order to improve the ease of doing business in Nigeria. “We are ten years into the concession agreement with the terminal operators and we believe that there’s a need to review the concession agreement. She explained that there is a stipulated timeline for the review which should be every two years but for some reason that has not been done. Usman however believes it is now a very appropriate time to do the review. “We have started the procedure of reviewing the respective agreements that we have across our terminals.   “The terminal operators themselves are keen to have a review because there are areas that we need to look at, 10 years post concession. Highlighting some issues regarding the Nigerian ports, such as competitiveness and pricing, Usman stated that “the NPA is looking at the respective tariffs across the West African coast and in Africa indeed, to see how competitive our ports are”. A Yenagoa-based Human Rights Activist, Mr Alagoa Morris, has advised security agencies to avoid the use of torture and adopt more civilized and modern techniques of interrogation. Neither was that acquisition meant to make up ground in an existing industry, nor did it result in the acquired company being uprooted. In LinkedIn’s case, the current Microsoft chief Satya Nadella appears to be happy to let it stay on its own turf, with as much of the existing team as possible remaining in place. In other words, they will be home and happy instead of out on LinkedIn, looking for another job. But there is more to it than that with LinkedIn, and not just because the purchase more than three times the size of the Skype deal — previously Microsoft’s biggest purchase — or because of the site’s popularity as a job-hunting tool. Mr. Nadella is taking Microsoft from its roots in software for personal computers and computer servers into the new era of cloud computing and mobile devices, increasingly with artificial intelligence acting as an intermediary. LinkedIn matters to Microsoft for both the A.I. talent it has on its staff and the huge amount of data it holds on its users. A.I. generally works better when it has large and varied data sets from which to draw information. Digital currency may be the most effective way the world has ever seen to increase economic freedom. If this happens, the implications are profound. It could lift many countries out of poverty, improve the lives of billions of people, and accelerate the pace of innovation in the world. This is why I supported the co-founder of the digital currency company. I believe it is the highest leverage activity I can be doing right now to improve the world. In this post, I’ll attempt to explain what economic freedom is, why it is important, and how digital currency can change it. What is economic freedom? Economic freedom is a measure of how easy it is for members of a society to participate in the economy. It has a number of factors, such as: How easy it is to start a business Whether property rights are enforced (can you keep what belongs to you) Free trade with other nations Regulation of labor and business Stability of the currency etc Several organizations exist that score and rank the countries of the world by how economically free they are. The data shown below is published by the Heritage Foundation and Wall Street Journal. Here are the top and bottom ranking countries from their 2016 list. Why is economic freedom important? Economic freedom correlates with a number of positive outcomes in society. Some you might expect, like higher per-capita income, life expectancy, and literacy. But economic freedom also correlates with some things you may not expect, like: Better income for the poorest 10% Improved environmental protection Fewer wars and violent conflicts Higher self-reported happiness of citizens Less corruption and bribery The red bars show nations with less economic freedom, the green bars those with more. When I first read this I was surprised more people didn’t know about it. Correlation, of course, does not prove causation, so we must be careful not to jump to too many conclusions. Societies are very complex, and what works in one place may not necessarily work in another. Still, it raises an important question: if the world had more economic freedom would we all be better off? Digital currency’s impact on economic freedom In the past, if you wanted to change economic freedom you had to run for office, lobby the government, or give speeches. If you spent one year in every country of the world working toward this, it would take you 196 years (and you probably wouldn’t move the needle much in each country). But with the proliferation of smartphones, there is now a way to rapidly bring digital currency into almost every country in the world. This is how digital currency enables economic freedom: It makes it easier to start a business Anyone with an idea can have customers around the world in just a few hours. It reduces the friction of accepting payments, and helps companies expand globally. It enforces property rights Many people today are unable to safely store wealth without it being stolen or confiscated. Digital currency will allow anyone to be in control of their own money (see brain wallets). In this sense, digital currency will “bank” the unbanked of the world. It promotes free trade and globalization Digital currency excels at cross border transfers. It breaks down barriers for people in different countries to trade with each other (for example to get a loan, or hire someone to complete a job). It enables freedom of contract With Ethereum smart contracts, the hurdle has been lowered for people to enter agreements, regardless of where they live or whether they can afford a lawyer. It encourages people to leave low scoring countries People will find it easier to emigrate if they can take their wealth with them and use it in a neighboring country. Digital currency makes every country’s economy interoperable. With lower switching costs, countries will improve. It reduces corruption and bribery With fewer gatekeepers and intermediaries to start a business, there won’t be as many places to apply pressure or curry favor. It provides access to stable currency Digital currencies are more volatile than the dollar or euro today, but their volatility has decreased every year (and are now approaching the levels of some fiat currencies). In the coming years, digital currency will be more stable than many of the 180+ fiat currencies in the world. Today, digital currency is still in early stages. But as with many technologies, when it tips the result can be dramatic. Digital currency has a number of applications emerging today (prediction markets, micro-payments, smart contracts, remittance, games, etc). But I think digital currency could “tip” in at least one developing country by 2020, where it accounts for the majority of transactions in that economy. From there it could spread rapidly. Conclusion Over the past 20 years, the global average economic freedom has gone up by only 3 points (from 57% to about 60%). Things are moving in the right direction, but far too slowly. With the invention of digital currency, I believe we can dramatically increase the economic freedom of the world, perhaps raising it as high as 75% in the next 10 years. Economic freedom is one of the great meta-problems of our time (right up there with A.I., quantum computing, and cheap renewable energy). If we can create more economic freedom in the world, it will serve as a giant economic stimulus package for the world, accelerate innovation, reduce wars, make the poorest 10% better off, overthrow corrupt governments, and raise happiness. Car Dealers Fault Ban On Land Importation

Car dealers in Benin City, the capital of Edo State, say the decision of the Federal Government to ban importation of vehicle by land will cause unemployment and hardship to Nigerians. The dealers, who are displeased with the directive, told Channels Television that it would have been better if the government had created alternatives before the ban. Jerry Umeh, a Car Dealer in Benin City said: “Banning of car importation. We can’t do our trade anymore or you want us to go back to smuggling when we don’t pay duty”. “We can import from America. I don’t know the road to America. Concerning the Assembly plants in Nigeria another car dealer said “it is for long we have been hearing about these things. The one in the east and the one in the north. Where are the vehicles, look at the roads. We are talking about practical here. How many of those cars are on the highway? How many of the cars are in town and are they durable?” he questioned. Another car dealer, Benjamin Ayegbeni, said: “How many of us have the license to import car through sea into this country. “We have patronised our neighbouring country because our clearing price here is too exorbitant. A container is about is about three thousand one hundred Euro from Europe to Africa and we are not talking about the clearing. Clearing initially is about 1.2 million or 1.3 million but today you will pay 2.8 million Naira still you will not see your container. So how do you sell the vehicle inside?” he questioned. The car dealer further explained that they had not avoided the payment of duty even after buying vehicles from Benin Republic. “We travel to Cotonou to buy cars there, but we pay duty to Nigerian government and at the end of the day you want to close the same land border. What for? Is it helping Nigeria or he is taking us back to hardship? Why has he decided to treat us in this manner?” the dealer asked. Emeka Okafor, who is also a car dealer, pointed out that the government should not have placed a ban on the importation of vehicles through land border, when the nation could produce not even produce parts of vehicles. “We don’t produce even tire in this nation. We don’t produce even the rim, not to talk of the engine or the body, or even the glass! All these things are imported and you want to ban vehicle’s importation through the land? “Now you are banning the brand new, you are banning the Tokunbo which one do you produce for those people or don’t we need to move from one place to another or do we trek from Benin to Lagos?” Giving the government’s position on the ban on importation of vehicles through land borders, the Director General of the National Automotive Council, Aminu Jalal, said that the decision was taken to address the loss of revenue. “You can import only through Nigerian ports. “It is an initiative of the Nigerian Custom Service and it was because a lot of the dealers that bring in vehicles through the land borders do not pay the actual duties. “Usually they are registered with fake registration papers, claiming they have paid the duties. “This is government’s effort to ensure that they collect the necessary duties,” he stressed. Contrary to claims that the decision would reduce revenue from duty payment, Mr Jalal believes that the initiative would increase revenue, since it would be properly tracked. Data Price Hike: NCC, Telecom Companies Address Senate

Regulatory agency, Nigeria Communications Commission (NCC), is engaging with telecommunication companies to determine a data pricing system which would benefit customers and operators. This assurance is coming after a public outcry that greeted announcements from telecom operators that effective from December 1 this year, consumers would begin to pay more for data. However, the Executive Vice Chairman of NCC, Mr Umar Danbatta, says the agency did not at any time instruct telecommunication companies in Nigeria to hike data price. Mr Danbatta gave the NCC’s position while addressing members of the Senate Committee on Communications on Tuesday. Top on their list of  issues to discuss was the recent public outcry that greeted the canceled plan to hike the price of data for consumers. He, however, told the Senators that the commission was trying to protect Nigerians from an unhealthy price war between telecom operators. Contributing, the Chief Executive Officer of Etisalat, Matthew willsher, told the lawmakers that the company was willing to comply with the position of the NCC, but the Chief Executive Officer of MTN Nigeria, Ferdinand Moolman, asked for a proper cost and price analysis which should factor the current inflation in the country as well as the devaluation of the Naira. Mr Moolman said: “All of us aware that inflation is going up to 17 to 18 per cent, we have experienced price increase in all other sectors yet we have seen price drop in the telecoms sector in the last two or three years and you have heard this said by a number of speakers”. Responding to the statements by the telecommunication companies, the NCC Executive Vice Chairman said the Commission would continue to engage with the operators and would do a scientific study to determine the correct pricing for data. He concludes that the commission is looking at a new price which would benefit both customers and telecom operators, but the telecom operators are asking that this scientific study for proper pricing should be done as quickly as possible so as not to leave operators in limbo. …

Commercial banks have resumed publishing the lists of delinquent debtors including individuals and companies in line with the Central Bank of Nigeria (CBN) directives. Last year, the CBN ordered banks to publish a list of debtors that failed to meet the deadline in at least three national newspapers each quarter effective from may the 1st 2015. Delinquent borrowers are expected to get three months to start repayment, while borrowers whose loans remain non-performing after that period will be banned from Nigeria’s foreign-exchange and government bond markets. …

Blast Rocks Pipeline Feeding Forcados Terminal In Niger Delta

A blast rocked a pipeline operated by Nigeria’s state-run oil firm NNPC that feeds the Forcados terminal in the southern Niger Delta energy hub, a community leader and security source said on Tuesday. The explosion occurred while the pipeline was being repaired following an attack last week, they said. A week ago, community leaders from the restive region, the source of most of Nigeria’s oil, met the president and asked him to pull the army out of the energy hub, order oil firms to move headquarters there and spend more on development to end militancy in the region. A community leader said it happened at the same location as last week’s attack – in Batan, near the southern city of Warri – while repairs were being carried out because “the boys claimed they were not happy” with the work. “There was a serious fire and most people working narrowly escaped being shot by the gunmen, who opened fire on them,” said the leader, who did not want to be identified. Senate Demands Oil Production Sale Report

The National Assembly has asked the Department of Petroleum Resources to begin a daily reporting exercise of oil and gas production and sale to the senate. According to the Senate Committee on Petroleum, the records are to be submitted on a monthly basis. Chairman of the Committee, Senator Tayo Alasoadura, said the data would give an opportunity to have deeper knowledge of activities in the petroleum sector. The demanded petroleum industry activities will include, data on seismic activities, crude oil production, lifting and allocations as well as exports by destination. Tesco Bank freezes transactions after cash taken from 20,000 accounts

Tesco Bank was scrambling to restore services for customers on Monday after it admitted 40,000 customers had been affected by an online heist over the weekend when money was stolen from half the number of accounts targeted. Tesco immediately froze online transactions and pledged to refund the 20,000 customers whose current accounts had been plundered in one of the largest cyber-thefts ever to hit a UK bank. Benny Higgins, chief executive of the supermarket chain’s banking arm, said the decision to suspend some banking activities was an attempt to protect customers from “online criminal activity”. The National Crime Agency (NCA) is one of a number of organisations scrutinising what has taken place at a bank with more than 7 million customers. Tashema Jackson, money expert at price comparision website uSwitch.com, said: “As well as being a blow for Tesco Bank, there could also be knock-on effects for other challenger banks wanting to take market share from the high street banks. A security failure of this nature could mean challengers, who already face an uphill battle convincing customers to switch, may find concerns around security will further put people off making that step away from their current bank.” Some of its customers appear to have used the current account purely as a savings account. One customer affected by the cyber raid, Mark Taylor, said he had never used his debit card because he uses the account purely as a home for his savings. Taylor had £3,000 in the account and, after receiving a text message from Tesco at the weekend, he logged on and was shocked to see that his available balance had dropped to £574.73 after more than £2,400 was apparently siphoned from it. “I spent the next hour and 20 minutes on hold waiting to talk to Tesco. They blocked my account – worryingly it wasn’t blocked already and the last £574 could have been taken. I’m now waiting for a phone call back from their fraud team.” Taylor, who lives in Leeds, said it later transpired that the money had been withdrawn in four separate transactions. Warri Host Communities Shut Down Operations At Shell

Three communities in the Warri South West Local Government Area of Delta state have shut down operations at the Shell Petroleum Distribution Company (SPDC), Flow station Excravos Warri. The protesters who included men, women, youths and children of Ogidigben, Ajudaibo and Mandagho communities, occupied the installation located in their community, which is also a major place where crude oil is assembled for exportation. The peaceful protest, which commenced on Thursday, led protesters to carry placards clearly explaining their grievance against an alleged neglect by the SPDC, in the provision of water and constant electricity in their communities. They demanded potable water while lamenting that their only access for water, were ponds in different locations in the community. Protesters disclosed that a generator set powers the community only for a few hour, as they cannot afford to buy diesel on daily basis to power it. As part of its Corporate Social Responsibility, operators at the Nigerian oil and gas industry are expected to show case a well-articulated and effectively publicized social responsibility policy as well as implement programmes that would be beneficial to its host communities. The calamitous state in the oil and gas host communities of the Niger Delta, however, appears to contradict the corporate social responsibility performance claims of the entire operators of the industry. According to the people, there have been various meetings between the community leadership and the company representatives, during which agreements were even signed but never kept. In fresh agreements, the SPDC says it has a mission in Nigeria to become: “the operator of first choice, through a commitment to strong economic performance and to every aspect of sustainable development. CBN Optimistic Anchor Borrowers’ Programme Will Enhance Rice Sufficiency

The Central Bank of Nigeria Governor, Mr Godwin Emefiele, says in less than five years, Nigeria would become self-sufficient in rice production, going by the actions and on-going support of the government to farmers and Nigerians interested in farming. Mr Emefiele who led the Presidential Task Force on rice and wheat production to Cross River state for an assessment tour, said three billion out of the 26 billion set aside for the anchor borrowers’ programme has been given to Cross River where up to 78,000 farmers are expected to benefit from the rice production programme. The State Governor, Senator Ben Ayade said Cross River has set aside 18,000 square km of land for rice farming, with 5,800 participating farmers and another 12,000 set to join in the next planting season. He therefore expressed optimism about the state’s rice yield in the near future. Although the CBN Chief believes that forex restriction on rice importation will boost Nigeria’s chances of rice sufficiency before 2020, chairman of the Presidential Task Force on rice and wheat, Senator Atiku Bagudu, expects significant sufficiency by 2017. Nigeria consumes about 6 million metric tonnes of rice per annum but produces less than half of that. There are currently 40 integrated rice mills in the country, which are expected to process up to 5 metric tonnes of rice per hour. Meanwhile, the country has 36 silos targeted to store up to 100 million metric tonnes of rice. Mr Emefiele insists that the nation’s scarce foreign reserve would not be used to import any agricultural product the nation has in abundance. A Wake-Up Call To CEOs And Marketers: The Perfect Cyber Security Storm Is Approaching

When the Target data breach occurred in 2013, the response was surprising as it took too much time to manage the consumer fallout. Watching communications unfold over time, I assumed that lawyers must have managed the response, because marketers would have handled it differently–focusing effort on mitigating consumer trust damage, brand damage, and negative financial consequences. And so I’ve been interested in this topic—marketing’s role in data breaches—for some time. I came across an exceptionally knowledgeable individual on the topic, Holly Rollo, the CMO of RSA,  a Dell Technologies business . RSA solutions enable customers worldwide to deliver business-driven security strategies. After listening to her, I decided to create a multi-part series on why CEOs and marketers need to wake up to the cyber security storm that is approaching. The following is the first post on the topic–focusing on the basics of cyber security as described by someone in marketing. Kimberly Whitler:   What does a data breach mean? We use this term a lot, but how would you define it? Holly Rollo : Put simply, a data breach is a disclosure of information to an unauthorized party.  Oftentimes, people use terms like breach, compromise, or intrusion interchangeably. However, precision is critical, as there are consequential differences between these terms and the risk each presents to an organization. We think about three types of security incidents: Intrusion: Unauthorized access to networks or systems Compromise: An attacker is able to manipulate systems/applications and circumvent security measures or controls.  It is important to note that a compromise can be as or more damaging as a loss event Breach: A loss event where information has been exfiltrated (taken out of) from a system or application. Whitler : Why do these differences matter? Rollo:  It has to do with characterizing the scope. We sometimes use a simple analogy of robbing a bank. In this case, the goal of a bank robber is not to enter the front door of the bank, but to leave with the money in the vault. They frankly don’t care how they get into the bank—their goal is simply to get the money and get out. The same sentiment applies in cyber. They don’t care how they get access, but depending on their “goal,” they will do different things that companies need to spot and stop. In another case, maybe someone wanted to manipulate information, not take it out. Whitler : How can data be breached? Holly Rollo, CMO of RSA, the Security Division of EMC Rollo : A breach can be intentional or unintentional. It can be a result of deliberate action by an insider or an outside hacker, but it can also be the unintended result of something an employee does, a system failure, or a third –party application error. It is important for organizations to think through all of these dimensions. A hacker may compromise someone’s password, send spear-phishing emails, or steal a laptop. An employee may misuse access intentionally, or mistakenly send information to the wrong location (e.g. a healthcare company sending patient records to the wrong address). At the end of the day the result is the same –information is put into the wrong hands. Also, damage doesn’t necessarily mean data is taken; it could just be that it is manipulated nefariously. Whitler : Why do people hack systems and go after data? Rollo : It depends on the goal. Information is one of the most valuable assets of an organization – whether intellectual property, personal data, or sensitive business information, most organizations have something that is valuable to someone else. Hence, every organization is a potential target.  But, attackers aren’t always looking to steal information. Remember, the intrusion is a means to an end, not the end itself. In the past, many hacks focused on taking financial or personal information, but objectives continue to expand. There is a surge in ransomware, hackers blocking access to your data until you pay them to unlock it. And now there is hactivism, where a cyber attack is a means to draw attention to a cause or grievance. The DNC hack is an example of an attempt to potentially disrupt or manipulate the election—by publically exposing secret emails to discredit the DNC and the Democratic nominee. Also consider the Snowden breach in 2013 where the goal was to expose surveillance activity by the US Government.  These examples illustrate how various actors can have much more far-reaching impact than simple fraud. The implications of this are enormous. …

Reps Probe Privatisation And Concession of Railway Lines

The House of Representatives is to investigate if the concession of assets of the Nigeria Railways Corporation to General Electric violates the county’s privatisation laws. In a motion considered during Tuesday’s plenary, the lawmakers queried what they described as an attempt by the Federal Executive Council to concession the Western (Lagos-Kano) and Eastern (Port Harcourt-Maiduguri) rail lines, to General Electric, without recourse to the Bureau of Public Enterprises, and privatisation regulations. The move to investigate the concession agreement with GE comes after a motion raised by Hounorable Chukwuemeka Ujam. The lawmakers said the action of the FEC is a part of attempts to pander to certain interests who want to see the nation’s core assets sold off and alleged that the move contravenes the Public Enterprises (Privatization and Commercialization) Act, 1999. Ahmed Yerima heads the house committee on privatisation The chairman of the House committee on Privatization, Yerima Ahmed, said by engaging the American firm, FEC had usurped the functions of the Bureau of Public Enterprises and the National Council on Privatisation. “Section 11 (j) outlines the procedures for privatisation; there are four sections to be followed by the BPE and the agency is not being carried along. “The NCP has not been inaugurated, and in its absence, the BPE is the secretariat for any privatisation.” He said The chairman of the House Committee on Foreign Relations, Nnenna Ukeje, said it is incomprehensible how such concession or privatization agreement would be deemed legal when the National Economic Stimulus Bill is yet to be signed into law. Honourable Ukeje says “we cannot sacrifice our laws, our processes on the altar of expediency.” The house committee on privatisation was directed to investigate the matter and report back to the house in four weeks. Debated Concession After the last Federal Executive Council meeting in Abuja, the Minister for Transportation, Rotimi Amaechi announced that the council has approved a negotiation with GE, towards contracting the railways across Nigeria. ‎He said the narrow gauge railways to be contracted would to a great extent, assist the agriculture and mining ministries in the transportation of extracted minerals. One of them is the Port Harcourt-Maiduguri railway which would include: Port Harcourt, Aba, Umuahia, Enugu, Makurdi, Jos, Gombe and Bauchi to Borno. The other is the Lagos-Kano railway, which would also comprise: Lagos, Abeokuta, Ibadan, ‎Ilorin, Kano, Funtua and Zaria to Kaura Namoda. The Transportation Minister says the railways to be rehabilitated by GE will come at no cost to the government.…

How The Nigeria Police Nab Child Trafficking Syndicate In Akwa Ibom

The Akwa Ibom State Police Command has discovered and arrested a syndicate of child traffickers in the state. The suspected traffickers were paraded to journalists at the state police headquarters in Uyo. Those paraded included a woman accused of running a baby factory, two teenage girls and a twenty-four year- old mother who had sold her two-month old baby for 400,000 Naira. The doctor who facilitated the sale of the baby was among those paraded to journalists. Presenting the suspects, the Police Public Relations Officer (PPRO), ASP Cordelia Nwawe, stated that the arrest of the suspects followed intelligence reports and commitment of a combined team of the ant-kidnapping unit in collaboration with sister units of police. She warned parents and guardians to take responsibility for the welfare of their teenage girls to avoid teenage pregnancies. The Police spokesperson also urged members of the public who have genuine reasons for adoption, to follow legal and legitimate processes. A report on the performance of Nigerian Ports has revealed that the country loses over N1 trillion every year to port inefficiencies, process failures and corruption. The report titled ‘Nigeria: Reforming the Maritime Ports’ which was commissioned by the Centre for International Private Enterprises in collaboration with the Lagos Chamber of Commerce and Industry and Financial Derivatives Company, was publicly unveiled in Lagos on Friday at the LCCI public-private discussions on port reforms. The report states that while the efficiency of port operations is a major driver of trade and economic activities across countries, Nigeria’s case has been rather gloomy. It says over the years, users and operators at the Nigerian Ports have been facing lingering challenges and bottlenecks which include infrastructure shortcomings, policy and regulatory inconsistencies, overlapping functions and duplicity of roles among government agencies operating within ports across the country. The report also pointed out that a lack of clear legislation, ports governance remains prone to inefficiency and corruption. It added that under such condition, companies in the Nigerian ports have to deal with bureaucratic red tape, constant delays, high costs, harassment, and demands for illegal charges. Losing Money And Potential Estimates from the research show that trillions of Naira in revenue is lost annually within the ports and business community due to inefficiencies and inherent shortcomings. The report also stated that these inadequacies at the ports diminish their potential to create about 10,000 new jobs annually and about 800,000 jobs on the long run. The Issues The Nigeria: Reforming the Maritime Ports r eport claimed that Nigerian seaports remain the most expensive in the West African sub-region attributing this to the cumbersome documentation requirements and double charges imposedon importers and exporters. Using a semi-structured survey, respondents of the study listed the documentation processes, requiring 25-33 different papers from multiple agencies as the biggest issue contributing to time and cost delays at Nigeria’s seaports. About one-fourth of the respondents also complained about the duplication of functions of the multiple agencies within the ports while 29% of those surveyed in the report say multiple cargo inspections are the most critical of operational bottlenecks. An overview of the issues identified Not All Doom It is not all doom for the industry according to the report. It stated that Nigeria’s ports continue to see substantial increment in gross tonnage by 3.3% – Compounded Annual Growth Rate – to 144.2 million tons between 2010 and 2015. The annual growth rate of 1.8% is expected to rise until 2021 despite the challenges in the sector. However, these growth projections are premised on the assumption that the nation’s ports will continue to be the preferred means of transporting goods in and out of the ECOWAS sub-region. Call For Immediate Port Reforms In its recommendations, the report pointed out that authorities should embark on immediate port reforms. These reforms are expected to lead to faster clearance of goods, shorter waiting times for ships awaiting berth, eliminating redundancies in the functions of the several regulatory government agencies in the ports. It also called for the adoption of an Integrated Advance Cargo and  customs clearance system, with scanning, sealing and tracking (SST) capabilities, establishment  of a National Trade Data Centre and implementation of a Single Window Platform. The report also called for more private sector investment in Nigerian Ports, reduction in the number of government agencies to 6 from 14. From the policy end of things, report called for the immediate passage of certain legislative bills that will aid port reforms and improve performance. Volkswagen last year admitted to installing a so-called defeat device on 11 million vehicles worldwide, software that effectively lowered emissions when the exhaust was being tested. The deception, which has cost the German company billions of dollars and prompted a management shake-up, has pushed global authorities to take a deeper look at emissions testing by car manufacturers. The accusations against Nissan in South Korea mirror the emissions discrepancies that regulators in Europe have detected in a wide range of cars. While those discrepancies have not been considered illegal in Europe, regulators in South Korea say they violate local emissions standards, in the case of Nissan. The Environment Ministry also said it would ask prosecutors to indict the head of Nissan’s South Korean operations, Takehiko Kikuchi, on criminal charges of violating the country’s emissions law. As part of an inquiry into potential emission anomalies, French authorities collected documents from the PSA Group, the parent of Peugeot and Citroën. German regulators last month recalled 630,000 cars over emissions issues, a group that includes vehicles by General Motors’ Opel unit, Mercedes-Benz and Volkswagen. The country’s officials are also looking into whether Opel and Fiat used manipulated software similar to the device found in Volkswagen vehicles. During the broader inquiry into diesel vehicles, investigators found that the defeat device used in the Nissan Qashqai was set to turn off its exhaust reduction system automatically under regular driving temperatures, the ministry’s statement said. It added that the system turned off when the engine’s intake temperature reached 35 degrees Celsius, or 95 degrees Fahrenheit. Other models turned off at higher temperatures. A British government report, published in April, said that emissions of nitrogen oxides from tested vehicles, including two different Qashqai models, were “surprisingly different when tested on a test track or on-road under real driving conditions.” The report cited significant differences depending on whether the engines of tested vehicles were cold or had been warmed up. Volkswagen, however, used software specifically designed to thwart emissions tests. “Our priority is to protect the interests of U.K. consumers,” the British Department for Transport said in a statement on Monday. “There is no evidence that Nissan has cheated emissions tests in the U.K., but we continue to monitor emissions investigations in other countries with interest.” The German Transport Ministry said in a report in April that vehicles from more than a dozen manufacturers, including Nissan, had engines that were programmed to turn down emissions controls in cold weather. As part of its investigation, the ministry tested the Nissan Navara. Officials ordered the recall of 630,000 cars. (The Navara was not part of that group.) The automakers will be required to improve the emissions performance of the vehicles. The ministry said that only Volkswagen had illegal software designed to produce artificially low emissions under testing conditions. Scaling back the emissions controls, according to German authorities, is allowed under certain conditions to protect the motor from damage. The vehicle at the center of the South Korean investigation, the Qashqai, was produced in Nissan’s British plant, using a Renault diesel engine, the ministry said. Nissan and Renault are partners with a common management structure; Carlos Ghosn is chairman and chief executive of the alliance. Nissan said sales of the Qashqai, a compact crossover introduced in 2007 that resembles an S.U.V. and a hatchback, had reached one million vehicles by 2011. The Qashqai is sometimes marketed under the name Dualis. While it is not sold in the United States and it is being phased out in Japan, the car has been especially important in Europe. The Qashqai is credited with helping raise Nissan’s market share in Europe, including Russia, to 4 percent last year, from 2.7 percent in 2009. SAN FRANCISCO — Marc Benioff, the founder and chief executive of Salesforce.com, showed up onstage on Wednesday afternoon at his biggest customer event of the year to talk up his business technology company’s products and strategy. But what was arguably the higher-stakes meeting was held later that day. At the plush St. Regis San Francisco Hotel, Mr. Benioff presided over a gathering with Wall Street analysts and investors. His aim: to assuage their concerns about his plan to buy Twitter, the struggling social media company. “We look at a lot of things,” Mr. Benioff told the room, without directly mentioning Twitter. “The number we acquire is very few.” Still, he said, “it gives us ideas” to look at companies. For weeks, the technology world has been buzzing about Mr. Benioff’s intentions, after it emerged last month that Salesforce was interested in bidding for Twitter. At first glance, the two companies could not be more different. Twitter is where celebrities, politicians and countless other individuals broadcast their thoughts in 140-character messages. Salesforce, on the other hand, makes online software for salespeople and marketers. Yet Twitter would fit into a vision that Mr. Benioff has had for Salesforce, which he founded in 1999, as a company that can help enterprises with all of their customer needs. Twitter, in Mr. Benioff’s eyes, is already a powerful customer service tool that airlines, restaurants, banks and many other companies use to field consumer complaints and requests. Companies can also use what people post on Twitter to glean consumer habits. “This is a huge messaging and communications service,” Mr. Benioff, who turned 52 last month, said on Wednesday in an interview on his way to the St. Regis. He added, “I use mergers and acquisition activity to think about the market.” Mr. Benioff faces a battery of challenges in buying Twitter. Skeptical investors have pushed Salesforce stock down about 5 percent since news broke that the company was considering bidding for the social media company. Behind the scenes, investors have been grousing about a potential purchase. Any deal would very likely be Salesforce’s largest, with Twitter valued at about $14 billion. Salesforce, which is unprofitable, has a market capitalization of about $48 billion. Twitter investors appear dubious, too. The company’s stock dropped more than 20 percent on Thursday as speculation about other suitors seemed to dissipate. “This would be a disaster,” said Joel Fishbein, managing director at BTIG, a financial services firm. “Benioff is a visionary, but this could blow up. Engineers could leave Salesforce, and it would send the stock down 30 or 40 percent.” Mr. Benioff acknowledged that Salesforce would face difficulties in taking over Twitter, given that Salesforce sells software to businesses while Twitter is a consumer technology company. The chief executive, who is an activist in areas like gay rights and gender equality, also said he was troubled by the amount of hate speech on Twitter. But inside Twitter, executives are continuing deal talks with at least one suitor, the online software company Salesforce.com, according to two people involved in the discussions who spoke on condition of anonymity because the strategizing is private. The talks are continuing even though Salesforce has faced pushback from some of its biggest investors over a potential acquisition. Jack Dorsey, Twitter’s chief executive, is now not averse to selling the company as long as it is what is best for the integrity of the product, according to two people involved in the talks. That is a shift of heart for the chief executive from last month, when Mr. Dorsey was said to be resistant to a deal because he was concerned Twitter would be sold for parts. At the same time, Twitter’s executives are pressing on as if the company will remain an independent entity, said the people involved in the negotiations. While Twitter executives think they have clarified the social media company’s mission and focus, which now revolves around live events and live commentary, they had feared they were running out of time to achieve their goals given the volatility of its stock and investor skepticism over its prospects. The multipronged strategy gives a glimpse into how Twitter is internally trying to come to grips with its path forward amid a shifting chess match of deal talks and considerations. Even as Twitter is in the spotlight as a go-to discussion forum during this presidential election cycle, the challenges the company faces remain acute. Twitter, which will report its next quarterly earnings on Oct. 27, is still wrestling with questions about its growth in users and revenue. The company, which is based in San Francisco, also faces mounting concerns around the potential threat of an activist shareholder lawsuit, a choppy stock price and a growing internal fear among employees that it is susceptible to forces outside of their control. Mr. Dorsey was in the middle of a major turnaround effort, an attempt to stanch the bleeding of users and reinstall faith in the company with new efforts around live streaming video. Mr. Dorsey, executives and many on the board wanted more time to prove Twitter could work as an independent company, even as they had a fiduciary duty to consider all options. A Twitter spokeswoman declined to comment. Salesforce also declined to comment. The internal state of affairs at Twitter and its likely options was described in interviews with more than a dozen current and former employees. Rank-and-file staff members are frustrated about being in the dark on the company’s future, and a handful of employees have stopped showing up for work entirely, several insiders said. Morale has deteriorated over the last year, especially amid rumors of more layoffs at the company — some took place a year ago. Employees said management handled the situation poorly when at one point, some of them discovered access to a digital folder on Twitter’s network that had the names of people who were to be dismissed, before any announcement being made. Eventually, Twitter announced it would cut more than 300 jobs. Mr. Dorsey has been trying to rally the troops, sending two companywide memos, one in mid-September and one last week, which were obtained by The New York Times. In the September note, Mr. Dorsey struck a consoling tone to employees, and noted the progress around Twitter’s live streaming of a Thursday night N.F.L. game to be broadcast that day. But he did not offer clarity on the rumors surrounding the company’s potential acquisition, leading to further internal speculation and grumbling. Despite the drama, there is a bright spot for Twitter executives: The company’s focus on live efforts, however nascent, are beginning to bear some fruit. One measure that is on the rise is Twitter’s logged-out live stream viewers — that is, people who watched the live streamed N.F.L. game who do not hold Twitter accounts — accounting for about 15 percent of total viewership of the company’s first handful of N.F.L. games, according to two people with knowledge of the viewership numbers. That syncs with Twitter’s overall thesis that its platform extends beyond those who hold Twitter accounts. As far as logged-in Twitter accounts are concerned, the company reported three million new users last quarter. People familiar with the company’s metrics expect that growth to continue. Twitter executives are also focused on making Twitter profitable. Since going public in November 2013, the company has yet to turn a profit, particularly because of a large stock-based expenses related to employee compensation and high research and development costs. As a result, Twitter is looking at divesting some non core businesses. Those include Vine, the six-second video sharing app, which has been bleeding users and executive staff. Twitter is also considering selling off Fabric, a mobile developer platform that the company launched in 2014, from which effectively it did not make money. Twitter earlier held separate talks with Microsoft about a potential acquisition of Fabric, according to four people involved in the matter. Those preliminary talks stalled when rumors of a possible sale of Twitter to Salesforce spilled out since Microsoft and Salesforce compete with one another, these people said. It is unclear if the talks will resume. I.B.M. was also approached about a deal. Microsoft and I.B.M. declined to comment. Twitter is also considering new layoffs. As of the company’s most recent earnings report, Twitter employs nearly 4,000 staffers in more than 35 offices worldwide. “I empathize with the feelings that come from the constant critique, the constant negativity, and the constant doubt,” Mr. Dorsey wrote in the companywide memo last month. “But hey, that’s life in the arena. The Federal Executive Council (FEC) has approved the sum of 3.5 billion Naira to procure 320 made-in-Nigeria vehicles to aid prisons de-congestion across the country. The approval was in response to the request in a memo presented at a FEC meeting on Wednesday by the Minister of Interior, General Abdulrahaman Dambazau (rtd). General Dambazau noted that the procurement of vehicles was part of requirements needed to strengthen the criminal justice system. He told State House correspondents after the meeting in Abuja, Nigeria’s capital, that at least 75% of an estimated 65,000 inmates were awaiting trial. The Interior Minister blamed their continued detention on lack of logistics and availability of vehicles to transport them to at least 5,000 courts from prisons within the country. On September 24, an official of the Prisons Service in Ilesa Prison in Osun State, said 454 out of 582 inmates are awaiting trial, a situation he said was as a result of huge challenges facing the Prisons Service. The officer in charge of the Prisons, Deputy Comptroller Ope Fanimikun, said that presenting 454 inmates for trial in 72 courts was a huge challenge for officers. He said that the Prisons service had just four vehicles, the newest of which was given to the prisons four years ago. The Deputy Comptroller sought the support of Nigerians in form of vehicles’ donation to ensure that inmates were presented for trials to de-congest the prisons. Enugu Prisons He disclosed that the prison needed at least 20 vehicles, medical facilities and consumables. To meet this demand the FEC approved monies for procurement of vehicles. On his part, the Minister of Power, Works and Housing, Mr Babatunde Fashola, briefed reporters on pending infrastructural projects as well as the state of power generation and transmission in Nigeria. In the light of increasing dilapidation of Federal Roads, he said no new road contracts had been awarded besides inherited projects. Mr Fashola further disclosed that the Federal Executive Council approved a memo for the provision of three 150 MVA transformers in three sub-stations in Oshogbo, Shiroro and Ondo. He said the demand was made by the transmission company of Nigeria, in order to increase electricity transmission in the country.…

Justice Abdul Kafarati in his judgement held that the court has powers to enforce its judgment or the verdict of any lower court in the country. The trial judge also restrained AMCON from exercising any power over Capital Oil and Gas Limited and its assets and from processing any assignment and transfer among others. Justice Kafarati, who resolved all four issues canvassed by Capital Oil, advised the agency to live up to its statutory responsibility of reviving the nation’s economy through positive support for businesses to thrive. Doctors in Barcelona, Spain believe they have found the cure to HIV – the AIDS-causing virus that affects the lives of more than 34 million people worldwide, according to WHO. By using blood transplants from the umbilical cords of individuals with a genetic resistance to HIV, Spanish medical professionals believe they can treat the virus, having proven the procedure successful with one patient. A 37-year-old man from Barcelona, who had been infected with the HIV virus in 2009, was cured of the condition after receiving a transplant of blood. While unfortunately the man later died from cancer just three years later, having developed lymphoma, the Spanish medical team is still hugely encouraged by what it considers to be a breakthrough in the fight against HIV and related conditions, according to the Spanish news source El Mundo. Doctors in Barcelona initially attempted the technique using the precedent of Timothy Brown, an HIV patient who developed leukemia before receiving experimental treatment in Berlin, the Spanish news site The Local reported. Brown was given bone marrow from a donor who carried the resistance mutation from HIV. After the cancer treatment, the HIV virus had also disappeared. According to The Local, the CCR5 Delta 35 mutation affects a protein in white blood cells and provides an estimated one percent of the human population with high resistance to infection from HIV. Spanish doctors attempted to treat the lymphoma of the so-called “Barcelona patient” with chemotherapy and an auto-transplant of the cells, but were unable to find him a suitable bone marrow. “We suggested a transplant of blood from an umbilical cord but from someone who had the mutation because we knew from ‘the Berlin patient’ that as well as [ending] the cancer, we could also eradicate HIV,” Rafael Duarte, the director of the Haematopoietic Transplant Programme at the Catalan Oncology Institute in Barcelona, told The Local. Prior to the transplant, a patient’s blood cells are destroyed with chemotherapy before they are replaced with new cells, incorporating the mutation which means the HIV virus can no longer attach itself to them. For the Barcelona patient, stem cells from another donor were used in order to accelerate the regeneration process. Eleven days after the transplant, the patient in Barcelona experienced recovery. Three months later, it was found that he was clear of the HIV virus. Despite the unfortunate death of the patient from cancer, the procedure has led to the development of an ambitious project that is backed by Spain’s National Transplant Organization. October 2016 will mark the world’s first clinical trials of umbilical cord transplants for HIV patients with blood cancers. World Teachers Day In Nigeria?: Where is the Nigerian teacher globally? By Dayo Adesulu

AS Nigerian teachers join their counterparts all over the world to celebrate the World Teachers’ Day, stakeholders in the teaching profession have lamented the precarious state of Nigerian teachers in the comity of teachers globally. The 2016 World Teachers’ Day with the theme -‘Valuing Teachers, Improving their Status’ was described by teachers as most apt for the Nigerian where our teachers deserved to be celebrated for being the pivot of socio-economic development. Nigerian teachers who spoke to IDCC decried their poor teaching conditions, stressing that teachers are not so treated with disdain globally. According to them, whereas the Nigerian teachers are still using blackboards and chalks for teaching in the 21st century, their counterparts in other countries are using whiteboards and markers, noting that many countries of the world have even gone beyond the use of whiteboard to interactive classroom system, coupled with teaching aids. While teachers in many countries of the world are well remunerated, they maintained that teachers in Nigeria were not only poorly paid, but many were being owed several months of unpaid salaries. Overloaded classrooms Comparing teachers in Nigeria to their counterparts globally, they described in Nigeria working conditions as appalling, adding that the average Nigerian teachers, apart from few private schools, were working under poor conditions of service. According to Vanguard investigations, many teachers, especially in public schools are compelled to work in overloaded classrooms of 80 to 100 pupils without electricity, and comfortable office chairs and tables.  They argued that the manner in which the federal and state governments handled teachers makes the society to hold teachers and the teaching profession in low esteem. “How many teachers in Nigeria are computer literate and what is the government doing to upgrade teachers’ knowledge in computer literacy,” they quarried. Making allusion to what a typical teacher and the teaching profession were like in those days, stakeholders noted that in the good old days, teachers were highly regarded in the society as they exerted great influence and authority on the people and were subsequently ranked second in command after the traditional chiefs. “That informed the reason many teachers in those days were given free accommodation and scholarships for further studies,” they said. They pointed out that in those days, a student would rather prefer his mother beats him when he commits an offence at home, than she reported him to his class teacher, the punishment and the shame at the assembly ground could be better imagined. The question begging for an answer is: Where did we begin to get it wrong and how did our teachers suddenly lose their prestige? In his reaction, the Provost of Michael Otedola Primary College of Education (MOCPED), Professor Olu Akeusola, said that the day we abrogated Grade II teachers colleges in Nigeria was the time we killed teachers education and subsequently education. Akeusola who maintained that the standard of education was not falling, but the quality, explained that what was instrumental to a very good foundation in the past, was our being able to develop teacher education. He noted that if teacher education was developed, it would create a methodology of passing the information to the younger generation adding, “unfortunately, we have destroyed that solid pillar foundation of teacher education. Teachers can only be what the society or government wants them to be. In those days, teachers were highly respected and compensated. Since the colonial teachers brought education, we were able to discover the purpose of education. But now, we cannot maintain the purpose. In those days, teachers were second in command to the colonial masters because they taught teachers to become interpreters in palaces. “What we had in the past was a very good and solid teacher education. That was the time we were having Grade III, Grade II, Grade I and the like. By then, these teachers that were more co-ordinated with methodology were able to use their knowledge to teach the pupils. The students that were well trained at the primary and secondary levels now went to the university. Any student who does not have a good primary and secondary foundation cannot be lectured at all in the university. Let us bring back Grade II as senior secondary school education so that anybody that finishes will either go to college of education or university. We must train our teachers right away from secondary school level. If not, we will keep on going backward.” On the way forward, he said: “Government should spend 25% of our budget on education. Education is that sector that will develop every other sector. If education is messed up, the entire sectors of the economy will be messed up. If education is developed, it will develop economy, technology and every other thing. The federal government should see to the development of education in Nigeria.’’ On his part, former Executive Secretary, National Universities Commission, Professor Peter Okebukola, said that if we assert that teachers make up the fulcrum of the education lever, the conclusion is that the story of Nigeria’s development over the last 56 years is largely the story of its teachers. According to him, if we take quality teachers out of our development equation, Nigeria will be in the backwaters of nations in the world. “Here we are today, boasting of being the second largest economy in Africa and among the leading countries in the region on many development indicators. To all Nigerian teachers past and present, we should say “all hail”, the teachers, he said. Sadly, he observed that our teachers were hardly valued, stressing that in more than half of the states of the federation, teachers were being owed salaries running to several months. He said: “So, they will mark the 2016 World Teachers’ Day on empty stomachs unable to pay school fees of their children as schools resume; and unable to wear decent clothes and live in homes with minimal comfort. He, however, urged government in Nigeria at all levels to pay more attention to the plight of teachers in terms of improving their welfare. At the federal level, he pointed out that the Buhari administration is doing its best in the circumstance, adding that State governments are most guilty in terms of not giving teachers their due. Status of teachers His words: “Improving the status of teachers is beyond money. It includes building their capacities to ensure they deliver better quality education. Today, almost half of the teachers in Nigeria have severe quality deficiencies. Government at all levels must take steps to improve the quality of teachers through better pre-service and in-service training. Agencies concerned with registration of teachers and regulating their training should evolve more vibrant methodologies for delivering on their mandate. Here we are looking at Teachers Registration Council of Nigeria (TRCN), National Universities Commission (NUC), National Board for Technical Education (NBTE) and National Commission for Colleges of Education (NCCE). Many of our teachers are sub-standard and we need to tighten quality assurance. We need to tool teachers better in a fast-evolving ICT world to enable them take full advantage of ICT to deliver the curriculum. We need to better resource our schools so that Nigerian teachers will have more clement environment with which to work. Mr. Goke Gbadebo, a teacher at New Christfield College, Ikorodu said that he is proud being a teacher adding that whenever he imparts knowledge to students, he feels fulfilled. He, however, frowned at the attitude of the government and the society, lamenting that teachers were not treated with the respect they deserve. ‘’Government and the society must place value on the teachers, commend and celebrate them. Teachers should be well remunerated and made happy because if they are not happy, they will not be able to give their best.’’ Challenge of recession For Mr. Paul Oguchi, a teacher at Dampress Schools, Lagos, salaries of teachers should be reviewed so as to meet up with the challenge of recession in the country. He said though he was not happy being a teacher, he was, however, glad that he was imparting knowledge. On her part, Mrs. Yetunde Oresanya, a teacher at Okota Junior High School, Lagos applauded Governor Ambode for prompt payment of teachers’ salaries in the State. She said: “Governor Akinwunmi Ambode is trying for us. On 22nd of every month our salaries are paid, making us to be happy. For me, if it is possible, Ambode should continue till the next 12 years because of the prompt payment of our salaries.” Oresanya, however urged the government to replace retired teachers with new ones for better productivity. According to data released by the National Bureau of Statistics (NBS), Africa’s largest economy has witnessed a 2.06 per cent decline in the second quarter of 2016 after the 0.36 per cent fall in the first quarter. The two consecutive quarters of deteriorating growth have clearly pointed at a recession. The situation is largely due to the persistently low crude oil prices. Crude oil sales account for 70 per cent of government income and 90 per cent of export earnings. Experts say Nigeria has been dealt a heavy blow by the collapse of oil prices from the highs of about 112 dollars a barrel in 2014 to less than 50 dollars at present. A cross section of the experts, mostly economists in the universities and other stakeholders, hold the views that the ways forward for Nigeria include reducing emphasis on oil and re-directing attention to the agriculture and solid minerals sector to retool the economic. In the North Eastern part of the country, respondents in Gombe, Adamawa, Yobe, Jigawa and Bauchi states, said that government needed to match its words with actions to quickly get Nigeria out of the doldrums Mr Malik Daniel, Deputy President of Adamawa Chambers of Commerce, Mines and Agriculture, said a major step out of it was to diversify the economy by tapping other abundant mineral resources in the country. He urged government to pay more attention to agriculture by supporting rural farmers with soft loan through the Anchor Borrowers Scheme, advising that similar gesture be extended to small scale miners and other business entrepreneurs to ginger the economy. But a cleric in Yola, Malam Abubakar Ibrahim, called for fear of God and patriotism in tackling the recession. “Nigerians need to change; we must have fear of God by being honest, patriotic and be ready to make sacrifice for the country. Alhaji Safiyanu Sulaiman, the Managing Director of Dutse Micro-Finance Bank (DMFB) in Jigawa, urged the Federal Government to provide palliatives to cushion the effect of the economic hardship. Dr. Yusuf Bachama of the Economics Department, Gombe State University (GSU), said there was the need for the economy to move away from being import-dependent and become exporter of products. “The recession being experienced is not a new thing to an economy that solely depends on oil; it is quite natural that once the price of crude goes down, recession sets in. Halilu Usman, a graduate of Business Administration and Bureau-de-Change operator in Yobe, said with its large population, Nigeria needed viable market for the economy to thrive. “The country is succeeding in the war against corruption; we now have a leader with a committed political will to promote good policies to develop the economy,” he said. Abdullahi Shehu, former General Secretary, National Union of Bank, Insurance and Financial Institutions Employees (NUBIFIE) in Bauchi State, called for the suspension of some portions of the Nigerian constitution to enable the president to use emergency powers in tackling the problem.  “United States and Japan had recession some time ago but because they love their country, a law was approved and implemented, making them to get out of the problem quickly,” he said. Alhaji Adamu Jatau, Zonal Coordinator, Nigerian Institute of Social and Economic Reseach, Bauchi, said a short term plan was for the government to expand on taxable items and for the people to pay such taxes. A long term solution is for the government to revamp all ailing industries to commence production of local goods and place restriction on importation Experts in South East proffer solutions to economic recession In the South East, experts want the government to cut down on allowances of officers by 80 per cent and channel the fund to agriculture to reboot the economy. They also called for the removal of multiple taxation and provision of stable electricity to enable cottage industries to thrive. The Head of the Department of Economics at the Imo State University, Prof. Zik Anolu, said that at a critical period such as now, allowances should be cut to cushion the effect of the recession. Anolu said though government had earlier cut down some allowances and placed embargo on frivolous travels, the percentage was insignificant to compare with the current situation. “What is affecting the nation most is the bogus salaries and allowances paid to principal officers,’’ he said. He also advocated for a strengthened mechanised farming to help boost the economy. The HOD, however, faulted the government for placing embargo on importation of certain goods which had caused more problems than good to the economy. “When a country places embargo on goods that they don’t produce, it will lead to high level of smuggling of goods, which has serious effect on the price tags. He said government should encourage investors to establish manufacturing industries and for the country to harness its raw materials. The Economic Adviser to Gov. Rochas Okorocha of Imo, Mr Ikechukwu Njoku, said the government should first address the problem of oil vandalism. He also advised government to open sectors such as the Nigerian Railway as a key sector in the country. “Nigerians are feeling the impact of the recession more due to high cost of transportation as a result of fuel increase. “When we make the railway service permanently functional, it will ease the difficulties of transportation thereby reducing the pressure on the people”, he said. Another business expert in Imo, Dr. Anayo Ikemba, said government should kill all form of bottlenecks that hindered discoveries of oil. He said there were high deposits of crude oil in some areas, but wondered why government had not started exploring them. From Enugu, university teachers and economists called for a bi-directional to overcome the recession. Prof. Cletus said “we need fiscal and monetary policies that would stimulate foreign investment and job creation to take care of the millions of youths out of job”. Contributing, Dr Nathaniel Urama, a lecturer at the University of Nigeria Nsukka, said the immediate solution was a dialogue with the Niger Delta militants. He said that this would enable the Federal Government to get immediate fund to plan ahead for the future. The Executive Director, Anambra State Investment Promotion and Protection Agency, Dr Ifediora Amobi, noted that Nigerians must do away with the attitude of focusing on stomach or wasteful spending. According to him, what is needed now is productivity and cutting of all financial wastage; adding that an individual having financial scale of preference is important today. “Today, China is out of recession and has the highest number and base of cottage or family mini-industries and ventures. Rev. Fr. Innocent Ekeagwu, a lecturer of Economics, Michael Okpara University of Agriculture, Umudike in Abia, suggested the injection of funds into the industrial and manufacturing sectors of the economy. According to him, the measure will act as a tonic to the economy. He said that for the nation to achieve economic greatness, government needed to borrow to fund the real and critical sectors of the economy and make them productive. A legal practitioner, Mr Suleiman Ukandu, advised the government to give incentives, including tax holiday and favourable import conditions, to manufacturers and industrialists in the country. “For agriculture to play the critical role of saving the country out of the current economic malady, government needs to invest in mechanisation,” he said. The President, Onitsha Chamber of Commerce, Industry Mines and Agriculture (OCCIMA), Dr Uche Akpakama wants the Federal Government to revive the Industries as a sustainable measure to take the country’s economy out of the recession. He said the interest rate of 14 per cent at interbank rate was high and not realistic to help the country out of recession because it could not support investment in the real sector. “How can you grow an economy out of recession when you have 14 per cent at the interbank rate. “It cannot work, wouldn’t you set up industries, wouldn’t you get this running, at what interest rate will get that done, and the private sector employs most Nigeria and the industries carry a lot of weight on that employment. Dr Tagbo Maduagwu, an economist, said that the solution might not necessarily be increasing workers’ pay but ensuring that workers were paid. He said that increasing salaries was usually accompanied by price upheaval (inflation) which should be put in check. “When the firms are operating, they would earn profit and expand capacity; this would create manpower demand and employment,’’ he said. From Ebonyi, stakeholders want the Federal Government to inject the funds recovered from public officers into the economy. They said the measure would check the current economic recession and cushion the hardship on Nigerians. Dr Onyeka Okwara, a don, noted that Nigerians now realised that the economy needed to be injected with funds to check the recession. South West states and Kwara, that experts opined that the nation’s production capacity was totally externally dependent, putting pressure on available foreign exchange. Eminent academic, Prof. Akin Mabogunje, said that there was clearly a glaring need for government and all stakeholders to focus on policy development and articulation. He said that the was need to look into the seeming dissonance in policies to stimulate the growth and expansion of the real economy. Mabogunje said such could be done through a low interest rate policy and the prevailing Central Bank of Nigeria (CBN) initiatives to promote price stability and curb inflation Prof. Bola Okuneye, a Senior Lecturer in the Department of Agric Economics at the Federal University of Agriculture, Abeokuta, suggested that the level of production must be greatly increased for Nigeria to quit recession. “Our major problem is that we are consuming more than we are producing, so we must encourage production. “When production is improved, then we need to ensure that people are really assisted in participating in consumption.’’ Mr Adewale Raji, the Group Managing Director of Odu’a Investment Limited, said in Ibadan that “we cannot afford to feed from overseas in terms of what we eat, wear and use. I think improving local availability, quality, standards and patronage are ways through which our demand for foreign exchange will reduce”. Dr Tunji Olaopa, the Executive Vice-Chairman, Ibadan School of Government and Public Policy, said that the nation needed to reflect its “ Made in Nigeria’’ campaign with the fundamental elements of its development plans. A university lecturer, Dr Tolani Hassan, advised the Federal Government to reflate the economy, stabilise the oil sector and create employment opportunities to reverse the recession. Hassan, a lecturer in Economics at the College of Management and Social Sciences, Tai Solarin University of Education (TASUED), Ijebu-Odeo, Ogun, urged government to increase spending on capital projects to stimulate the ailing economy. Hassan urged President Muhammadu Buhari to engage more economic managers, including seasoned economists, to chart viable economic pathways for the nation. Dr Samuel Nzekwe, a former President, Association of National Accountants of Nigeria (ANAN), advised the Federal Government to invest massively in infrastructure to stimulate the economy. “Enabling environment in terms of stable power supply, good roads, macroeconomic stability and strong legal frameworks are vital to attracting foreign investors and getting out of the current recession.” he said. Mr Olusola Bankole, the Chairman, Ogun House of Assembly Committee on Finance and Appropriation, called for increased collaboration between government and the private sector. Government, he said, should stop being a “monopolist provider of infrastructure and should seek to work more closely with credible partners to bridge the infrastructure gap and unlock Nigeria’s potential’’. Dr Titus Okunronmu, a former Director in the Budgetary Department, Central Bank of Nigeria (CBN), warned against the sale of the country’s assets. Another don, Dr Michael Oke, said that drastic reduction in government expenses would be a practical way out of the current recession. Oke noted that the reduction should be on consumption and public office holders’ allowances which had major impact on personal expenditure of public office holders rather than public interest. He applauded government’s decision to source for loan from the World Bank, China’s Exim Bank and Japan International Cooperation Agency to tackle the recession. “Our foreign reserve as of today is less than 30 billion dollars to a population of over 170 million. “We need to invest massively in locally produced goods, especially in the area of agriculture for us as a nation to come out from this recession,” he said. The lawmaker added that promoting locally produced goods would also help the government and the private sector in creating jobs for youths in the country. A former consultant to the Federal Government on MDGs, Mr Tosin Yusuf , said there was need to overhaul the whole fiscal policy of the government and make it “home-grown’’. According to him, the western economic theory of forces of demand and supply as a sole determinant of price mechanism should be jettisoned for practical economic reality. Yusuf said fiscal policy of the government should first take care of the immediate needs of the citizenry as a result of high poverty rate and boost the economy internally.  “One of the proactive measures against the present economic recession in Nigeria is to internalise our fiscal policy and boost the economy with home-grown logics. In the same vein, A Senior Lecturer in the Department of Economics at the Fountain University, Osogbo, Dr Goke Ilori , called for the thorough deregulation of certain sectors to facilitate efficiency and effectiveness. Ilori, said certain sectors of the economy like the aviation, maritime and oil sectors should be deregulated to reduce financial burden on the government and ensure efficiency and effectiveness. The Head of Economics Department, Obafemi Awolowo University, Ile-Ife, Prof. Philip Olomola, said government should sell some of the unproductive national assets to stimulate the economy. A professor of Economics, Gholahan AbdulGafar, called for more improvement in export of commodities as a way out of the recession. “Naira will continue to crash until export improves and leakages are blocked in Nigeria,’’ the economist said. Chief Samuel Oni, a retired financial expert with Central Bank of Nigeria, shared the same view. “The high level of political interference had been a major problem, in spite of the numerous gifted economic experts,” he said. “The grassroots, especially the towns and communities with their economic and tourism potentials, were always at the receiving end of government’s socio-economic development plans,” he said. Also, Dr Joseph Falaye of the Finance and Account Department of Landmark University, Omu-Aran, Kwara, urged government to prioritise entrepreneurship development to solve the nation’s economic challenges. He said the appointment into the headship of the nation’s financial institutions like the CBN should be based on merit. “This is the body that drives the nation’s economy and such appointment should be based on competence and expertise devoid of political influence to move the economic forward. “There is the need for proper and adequate coordination between the major economic policy makers to achieve the desired success,” he said. A legal luminary, Chief Afe Babalola (SAN), suggested a return to an agric-based economy, with a bias for promotion for commercial farming. “For Nigeria to overcome the present economic problems, we must add business to agriculture A don, Prof. Chris Taiwo, also advised that the same approach would revive the economy. “Enough of all the big retail chains carrying 95 per cent foreign agriculture-based products; let us give them the benefit of stocking our well processed and packaged products,’’ he said. Chief Kolade Oyewole, the Chairman of Ekiti Chambers of Commerce, Industries, Mining and Agriculture, shared the same view but emphasised the need for massive industrialisation through support to small and medium enterprises. However, economists in the North Central states, including Plateau, say creativity among industrialists and experts is needed to take the nation out of the woods. Some of them, who spoke with NAN in Benue, Nasarawa, Kogi, Niger and Taraba, called for more investments in mechanised farming, deeper and practical interest in the exploration of the abundant mineral resources to create jobs, feed the nation and facilitate exports. Dr Sylvanus Ade, an economist and university teacher, said the current challenges should be seen as “a positive development”. “Our leaders should minimise the waste, plough all holes usually exploited to cheat the system and invest the resources into farming and mechanised exploration of the massive mineral resources in states like Plateau, Nasarawa and Kogi. Mrs Gina Gabriel, a large scale potatoes farmer and an official of the All Farmers Association, advised leaders to pay more attention to more farming activities and quality seeds with better yields and additional value. From Nasarawa State, economists and experts appealed to the three tiers of government to give priority attention to agriculture as a way of boosting the nation’s economy and pulling it out of recession. Two of such experts, Alhaji Yakubu Hauwa, former Commissioner for Local Government and Chieftaincy Affairs, and Mr Sunday Malkus, an economist, said “it was very wrong for Nigeria to heavily depend on a monolithic source of income Dr Jessy Asumate, the Taraba Commissioner of Finance, said the state alone could feed the nation if adequate attention was paid to agriculture. Similarly, financia experts in Kogi, including Dr Hussein Oju, said Nigeria should immediately start exportation of natural products, either semi processed or raw materials. The expert urged the government and the people to look inward and be creative and innovative in their thinking. “For instance, Ajaokuta Iron and Steel Company can produce numerous useful metallic products which we currently import daily from China, Korea and so on. Oju, therefore, advised government to create an industrial-based channel where anyone, who has creative ideas, could come and be financed to start projects. “The Federal Government should, as a matter of urgency, channel funds towards promoting industrialisation and agriculture, and not selling of national assets.” Dr Femi Adebayo, a lecturer at Federal University of Lokoja, said that government should invest more funds into the country’s educational structure to produce independent and productive graduates. Meanwhile, Mr Peter Chieshe, an industrialist and President, Newland Group, has blamed the economic recession on the rise of Nigerian billionaires who had no business establishments. Chieshe, who has diversified interests in the agricultural value chain, said growing number of Nigerian billionaires without a single productive business was responsible for the current recession. According to him, lack of productive businesses in any country ultimately leads to economic recession. He noted that economic development would not happen by chance but through smart policy measures pursued over a sustainable period by committed leadership. “Nigeria must undergo structural economic transformation from traditional agriculture toward an industrial economy which will begin with light manufacturing,” he said. A cross section of stakeholders advised the states and the federal governments on the necessity of retooling the economy to overcome the recession. …

Perhaps for the first time, President Muhammadu Buhari and the immediate past Chairman of the Independent National Electoral Commission, Prof Attahiru Jega, will meet under one roof after the election midwife by Jega. The point of convergence of the trio will be the annual Conference and Awards Ceremony of LEADERSHIP, scheduled to hold on Thursday October 6, 2016, at the Abuja Transcorp Hilton Hotel by 10am. The three important men, whose actions have shaped the Nigerian political scene, according to a statement from the newspaper, have already confirmed their participation in the annual awards event. This year’s event is significant as it will bring together a serving and two former presidents, governors, legislators, members of the diplomatic corps and elder statesmen to discuss the theme: ‘Democracy, Political Transition and the Challenge of Leadership in Africa.’ The keynote address will be delivered by the Akwa Ibom State governor, Udom Emmanuel. The Group Managing Director, Dr Cletus Akwaya, in a statement yesterday, disclosed that former head of state and elder statesman, Gen. Abdulsalami Abubakar, will be chairman of the occasion and is scheduled to present the Persons of The Year awards to the winners. The trio of President Muhammadu Buhari, former President Goodluck Jonathan and immediate past chairman of the Independent National Electoral Commission (INEC), Prof Attahiru Jega, are LEADERSHIP’s Persons of the Year 2015. In a letter of confirmation signed by his chief of protocol, Sani Musa Daura, the minister said he would personally grace the event. “Their selection followed a critical review of their various contributions to the growth and development of democracy in Nigeria and the peaceful and seamless manner in which the three eminent Nigerians handled the 2015 democratic transition without derailing the country’s democracy to the admiration and commendation of the global democratic community,” the statement pointed out. It further stated that the LEADERSHIP Awards would be honouring President Buhari “for making history by being the first opposition candidate to defeat a sitting president after three attempts.” In the case of former President Goodluck Jonathan, he would be recognized by the newspaper “for achieving the improbable and for conceding defeat in an election in which he was a contestant – a first for Nigeria.” The former INEC boss is to be honoured “for his courage, doggedness and fairness even in the face of threats to his life in the conduct of the 2015 elections,” to global acclaim. What Senate Says On IDPs’ Condition, Decried Worrisome As Probes On Presidential Committee Sets In.

The Nigerian Senate has launched an investigation into the utilisation of funds allocated to the Presidential Initiative on North East. The lawmakers said the probe was to ameliorate the conditions of Internally Displaced Persons (IDPs) affected by the insurgency. President Muhammadu Buhari had inaugurated the Presidential Initiative on the North East in 2015 to address the crisis in the north east. The Senate consequently set up an ad-hoc committee at their first legislative proceedings for the week on Tuesday at the National Assembly in Abuja, Nigeria’s capital. They expressed concern that funds appropriated to the committee for the displaced persons have been allegedly used to take care of other interests. Subhuman existence The lawmakers also resolved to investigate the purported diversion of grains and other food items from the strategic grains reserve, the National Emergency Management Agency and other sources for the IDPs. They asked the committee to ascertain how much has been released to the committee and how the funds have been utilised from inception till date. The Senate noted that the displaced persons had fled their homes as a result of the Boko Haram insurgency and were living in IDPs’ camps scattered across the northern part of Nigeria. They were sad that despite the fact that the insurgency victims lost their loved ones and all their property, they were contending with horrific living conditions in their various camps. UNICEF has raised concerns of acute malnutrition in children, nursing mothers and pregnant women in the region that has seen over six years of insurgency. While the military decimate Boko Haram militants in the region, the United Nations agency said it had become difficult for aid materials to get to the displaced persons. IDMC maps the flow of IDPs within the North Eastern region. The agency fears that if nutritious food items do not get to the IDPs in the region, 49,000 severely malnourished persons were at the risk of death. A grim situation The Internal Displacement Monitoring Centre, a leading source of information and analysis on internal displacement worldwide, in its latest figures stated that about 2,096,000 people have been displaced in armed conflicts along the North East axis of Nigeria. This agrees with figures listed by the Displacement Tracking Matrix of the International Organization for Migration. IOM says between 2014 and 2015, some 200,000 refugees fled across the borders from north-east Nigeria into Cameroon, Niger and Chad, many of whom have since been repatriated and are now among the IDPs in Nigeria.…

How Tinubu Against Oyegun Dispute Takes Another Differentials After Edo Poll, See What Jagaban Could Do.

The quarrel between the National Leader of the All Progressives Congress, Asiwaju Bola Tinubu, and the National Chairman, Chief John Odigie-Oyegun, assumed another dimension on Tuesday. While Odigie-Oyegun took his case to President Muhammadu Buhari, some party youths protested Tinubu’s vituperative call on Odigie Oyegun to resign from office. The crisis in the party blew open recently when Tinubu, in a statement, called for the resignation of the party chairman. The bone of contention was the party’s governorship primary in Ondo State, which produced Mr. Rotimi Akeredolu as the candidate for the November 26 governorship election in the state. Tinubu, a former Lagos State governor, had faulted Odigie-Oyegun for overruling the decision of the party’s National Working Committee that upheld the decision of the Appeal Committee which recommended the cancellation of the primary. The party chairman, who had said he was engrossed in the preparations for the Edo State governorship poll, which was won by APC’s Godwin Obaseki, however, refused to take issue with Tinubu, who he said he held in high esteem. Odigie-Oyegun lost his ward to the Peoples Democratic Party in the governorship election, held on September 28, 2016. On Tuesday, however, Odigie-Oyegun took his grievance to President Muhammadu Buhari. The meeting between the President and the party’s national chairman, who is also a former governor of Edo State, was held behind closed doors at the Presidential Villa, Abuja. Speaking with State House correspondents at the end of the meeting with Buhari, Odigie-Oyegun said Tinubu was too harsh on him. He, however, said the situation between the two of them could not be described as a rift but a difference of opinion. “There is no rift with Asiwaju. We have difference of opinions, difference of perception and I think that is normal. Yes, I agree that the nature of the (Tinubu’s) statement was a bit harsh,” he said. When asked if he would resign as demanded by Tinubu, the ex-governor said, “The methods of getting rid of a national chairman, if that is what I will call it, are spelt out in the constitution. They don’t take place on the pages of newspapers.” He said it was proper for all arms of the party, including the National Executive Council, to meet and the meeting would hold at the appropriate time. Odigie-Oyegun denied being the brains behind the youths who protested against Tinubu at the party’s national headquarters earlier in the day. He, however, promised to investigate the matter. “God forbid (that I sponsor the protest)! Anybody who knows me knows that it is not my style. I am equally shocked and I am going to look into it and find out why and who is behind it. “Do people know how far back our association goes? Do they know that we were in the trenches together in the NADECO days? Why can’t people, who have mutual respect for each other, have different opinions? “All we had was difference of opinions. Yes, it was expressed a bit harshly but that doesn’t remove the basic fact that we have worked together for a very long time,” he added. Odigie-Oyegun said all that transpired in the party’s primary election in Ondo State were contained in the report of the chairman of the primary committee. When asked whether the party would consider a change of mind since the result is generating controversy, the party chairman said, “It is only INEC (the Independent national Electoral Commission) that can make a U-turn on the Ondo primary.” Odigie-Oyegun described the recent governorship election in Edo State won by the party’s candidate, Godwin Obaseki, as a referendum on the performance of Governor Adam Oshiomhole and on the quality of the party’s candidate. Earlier on Tuesday, a group of youths stormed the APC National Secretariat to protest what they claim was Tinubu’s overbearing influence on party’s affairs. The party’s youths, who came under the aegis of the APC Democratic Youth Frontiers, held several banners with anti-Tinubu posters. Some of them read, ‘We are united in APC; Tinubu can’t separate us’; ‘Tinubu is not God’; ‘Greed is not democracy’; ‘No room for an emperor’. Leader of the protesters, Mr. Lookman Salaudeen, said the APC national leader should be told to either toe the party line or be shown the way out. Computer code used to mount one of the biggest web attacks ever seen has been released online. Security experts fear the release will prompt more massive attacks that knock sites offline by swamping them with data. The attack tool seeks out smart devices in homes that are weakly protected with easy-to-guess passwords. Net monitoring firms said they had already seen an increase in scans that seek out vulnerable devices. The "Mirai" source code was released on a widely used hacker chat forum over the weekend. The same code is believed to have been used to target security blogger Brian Krebs in late September in an attack that pointed more than 620 gigabits of data every second at his site. Mr Krebs said the release "virtually guaranteed" that the net would soon be flooded with similar incidents as it made it easier to mount such large-scale attacks that abuse access to the consumer gadgets. 'Collateral damage' When Mr Krebs' site was attacked, the amount of data with which it was hit was believed to be the biggest ever seen. However, it was eclipsed later the same month by an attack on French hosting firm OVH, which suffered a malicious datastream that peaked at more than one terabit per second (1,000 gigabits). Research by security firms suggests that both attacks managed to generate so much data by seeking out insecure devices that make up the "internet of things". These are smart devices such as webcams, thermostats and other gadgets that owners can control via the net. Scanners built into the attack code seek out vulnerable devices and enrol them into a network, known as a botnet, that a malicious hacker can then use in what is known as a Distributed Denial of Service (DDoS) attack. "There is already a surge in botnet operators attempting to find and exploit IoT devices in order to gain access to uniform and sizable botnet networks," said Dale Drew, chief security officer at net firm Level 3, in an email to Ars Technical. The Mirai botnet and the one used to attack OVH are, between them, believed to control more than 1.2 million vulnerable devices. Post-attack analysis suggests the DDoS deluges aimed at Mr Krebs and OVH used only a fraction of the total number of devices on these botnets. Stephen Gates, chief research intelligence analyst at NSFocus, said the growth of such large IoT botnets could mean chunks of the net get knocked out. In addition, he said, those owning compromised gadgets could see their browsing speeds slow significantly as their home net connection is used to send attack data. "This is all collateral damage caused by a failure of good judgement by using the same factory default passwords on IoT devices in the first place," said Mr Gates in a statement.…

‘Invisible Hands’ Attack At Umuahia Hotel: Survivors Suffer Memory Loss- By Anayo Okoli

UMUAHIA—THREE of the survivors of last week’s ‘invisible hands’ attack in a hotel on 44, Uyo Street, Umuahia metropolis, Abia State, have regained consciousness, but cannot recall what happened to them. Two persons were confirmed killed and four others rushed to hospital, following an attack at the 50-50 Hotel.  Three of the four survivors regained consciousness and the state Police Command said they would help with information of what actually happened. Meanwhile, the Commissioner of Police, Leye Oyebade, who had transferred the matter to the CID, said investigation would reveal what transpired.   The little information pieced together from the survivors indicate that none of them could actually pin-point where their trouble came from. According to one of them, a female victim, Chika Obi, who said she hails from Ozubulu in Ekwusigo Local Government Area of Anambra State, “honestly, I cannot remember what happened, all I can tell you is that I slept in my room as usual. “I was alone that night, because I did not get any client. Then I woke up here in the hospital.  I do not know if it was a spiritual attack. I cannot explain. I cannot even remember where my phone was. “I do not have any relative here. But I thank God, I survived this mysterious attack— be it spiritual or not. The night before that incident, I did not take any drink. Please, I want to be discharged. I want to go home,” she added. For Ikechukwu Udemba from Ohuhu, in Umuahia North Local Government Area of Abia State, he could not recall what happened. According to him, “this was a place we usually stay to drink and watch football.  So on that Tuesday night, I went there as usual, and called one of my brothers to meet me there. I had not even taken any drink, so there is no room to suspect that I was poisoned through drink. “I went there with the food I bought outside and had neither eaten it nor drank anything in the place before whatever happened occurred.  I was sitting at the bar. “Whatever happened there, I don’t know, except that yesterday, I woke up and found myself here at about this time. Why State Attorney General Orders Donald Trump Foundation to Cease Raising Money in New York- Reporter

The office of the New York attorney general, Eric T. Schneiderman, has issued a “notice of violation” to Donald J. Trump’s foundation, ordering it to immediately stop soliciting charitable donations in the state. The letter, which was sent on Friday and released on Monday morning by Mr. Schneiderman’s office, said its charities bureau had determined that the Donald J. Trump Foundation had been fund-raising in New York this year when it was not registered to do so under state law. “The Trump Foundation must immediately cease soliciting contributions or engaging in any other fund-raising activities in New York,” wrote James Sheehan, the chief of the charities bureau. Mr. Trump’s foundation has come under increasing scrutiny amid questions about his fulfillment of large charitable pledges and his lack of financial support in recent years. The foundation’s compliance with the rules that govern nonprofit groups has also been a concern. The New York Times reported last month that Mr. Trump’s foundation does not show up on the charity registers in many states, and The Washington Post subsequently reported that the foundation did not have the certification necessary to solicit money in New York. “While we remain very concerned about the political motives behind A. G. Schneiderman’s investigation, the Trump Foundation nevertheless intends to cooperate fully with the investigation,” Hope Hicks, Mr. Trump’s spokeswoman, said in a statement on Monday. “Because this is an ongoing legal matter, the Trump Foundation will not comment further at this time.” Mr. Trump, the Republican presidential nominee, has previously deflected criticism about his charitable giving, saying that he makes contributions personally and that he has been supportive of his foundation. The right interpretation can only be derived from observation of the natural procedural process of or the trend of development to ripeness & harvest of the agricultural seeds sown on earth, and then relating it to the swiftness, fineness and consistency of the beyond. Natural laws are expressions of the Will of God and they are immutable, inviolable and non discriminatory The Law of Sowing & Reaping gives everyone exactly what one puts into Creation and in multiples too if cared for well. Spiritual seeds are sown with one's volition(intuitive & thought), words and actions. Spiritual seeds just as seen in agricultural seeds give one exactly what one sowed at harvest time. Likewise the time of harvest depends on the type of seed; some soon, some in a short period, some long time, some very long time and some even beyond one's earth life. A fresh oil spill has occurred in 12 communities of Gbaramatu Kingdom in Warri, South-West Council Area of Delta State. The development has worsened the already devastated environment and caused panic among residents. The oil spill, which occurred on Thursday night, was as a result of a ruptured trunk line reportedly belonging to the Nigerian National Petroleum Corporation. Some of the affected communities included Ikpokpo, Tebujor, Okpeleama, Meke-Ama, Opuedebubor, Atanba, Oporoza federated communities, Oto-Gbene, Okerenkoko-Gbene, Opuede, Opuede-Zion and Gama-Zion –  all in Gbaramatu Kingdom. A similar incident occurred in the area on August 17 from a pipeline belonging to the Pipeline and Product Marketing Company. The spill rendered many residents homeless. A statement signed by Yabrade Moses and Edward Odudu on behalf of Gbaramatu communities on Saturday read in part, “The fear of people in the Gbaramatu Kingdom came to reality again in the early hours of September 30 as crude oil was discovered gushing out from the ruptured trunk line when the NNPC pumped crude oil through the trunk line from the morning of Thursday.”…

Scottish prizefighter Mike Towell has died from injuries sustained in the ring, his manager says. The 25-year-old boxer was carried out by stretcher after going five rounds with Welsh fighter Dale Evans in Glasgow. The Scottish boxer died early Saturday after suffering severe bleeding and swelling to his brain during a televised Friday night fight at a Glasgow hotel. His St Andrews Sporting Club tweeted the tragic news early Saturday. Towell was knocked down twice in the fight before referee Victor Loughlin stopped the bout in the fifth round. He had been undefeated prior to the fight, a British welterweight title eliminator, with 11 wins and one draw on his professional record. His opponent has yet to comment on Towell’s death but described the figher as a “true warrior” in a statement issued after he was taken to the hospital. “The ingredients were there for an entertaining fight and it was that, we are both punchers and so sadly for Mike he came out the wrong side,” Evans said. “I never wanted to see my opponent being stretchered out of the ring. Who would ever want that sight? That was so hard for his family and my heart goes out to them.” Towell’s partner Chloe Ross – and mother of his child – suggested that Towell may have been suffering from a previously undiagnosed injury. “Michael had severe bleeding and swelling to his brain. He had been complaining of headaches for the last few weeks but we put it down to migraines with the stress of his fight,” she wrote on Facebook. “It has been the longest 24 hours of our lives. My baby has lost his daddy. The Catholic Church in Enugu State on Saturday held mass rallies protesting violent activities of herdsmen in the state. The three Catholic dioceses in the state, Nsukka, Awgu and Enugu, staged separate rallies and  expressed their anger at the menace posed by herdsmen. Priests and lay members of the Catholic Church turned out in their thousands for the peaceful rallies in Nsukka and Awgu dioceses. However, the Enugu Catholic diocese shelved its plan to march to the Government House, where they intended to deliver a petition to Governor Ifeanyi Ugwuanyi. The Diocese had earlier announced that it would march from the Holy Ghost Cathedral, through the streets of Enugu metropolis, to the Government House on Saturday. The march was tagged “Diocesan peaceful prayerful protest march.” But the planned march failed to hold after Ugwuanyi and some members of the state executive council visited the church. Our correspondent learnt that the church leadership called off the march after they were informed of an alleged plan by miscreants to hijack the event. The miscreants allegedly including pro-Biafra activists, planned to use the protest march to cause a breakdown of law and order. Addressing the Catholic faithfuls at the cathedral during the visit, Ugwuanyi said his administration was determined to protect lives and property in the state. He said, “On the issues you have raised in this rally, I wish to state that I address you today not only as a Catholic but as your governor and the Chief Security Officer of Enugu State.  While taking my oath of office, I swore to do everything within my powers to preserve the security of lives and property of the people of Enugu State. “You can therefore be assured that I will not fail in this responsibility and be further assured that whatever message you convey through me to the appropriate authorities at Abuja, will be promptly delivered.” The church also made known its opposition to the proposed grazing bill in a joint press statement read by the Catholic Bishop of Enugu Diocese, Rt. The Catholic Diocese of Nnewi, yesterday alleged that suspected Fulani herdsmen armed with dangerous weapons including guns, attacked and kidnapped the Rector of Tansi Major Seminary, Rev. Fr. Dr. Emmanuel Dim, while two other priests Rev. Frs. Jude Chukwuneke and Jude Ezeokana who were in the same vehicle with him escaped with various degrees of gun shot wounds. Addressing reporters at the Nnewi Catholic Diocese Media House, located in Assumption Cathedral Nnewi, Director of Communication of the Diocese, Rev. Fr. Hyginus Aghaulor, alleged that the herdsmen called, and demanded for a ransom of N2.5 million. He said: “Catholic Bishops Conference of Nigeria, CBCN, has decided and directed that ransom should not be paid for the kidnap of any of its priests and anybody that is demanding for ransom for the release of any priest kidnapped is wasting time. “If anybody or group goes ahead to pay ransom for the release of any priest, the person or the group is on his own.” In a statement issued after addressing reporters, titled “Fulani herdsmen kidnap Rector of Tansi Major Seminary, Onitsha, demands for ransom,” the Catholic Diocese of Nnewi said the incident happened on the September 26, 2016, around 7pm along Nkpologwu/Nimbo Road Enugu State. CBN Governor, Godwin Emefiele Thanks Buhari, Security Agencies Over Wife’s Release

Central Bank Governor, Mr. Godwin Emefiele, has expressed gratitude to God, President Muhammadu Buhari and security agencies for the rescue of his wife, Margaret, from the hands of kidnappers. He was however silent on whether any ransom was paid to secure her release. Mrs Emefiele was kidnapped last Thursday by kidnappers along Agbor-Benin road and taken to unknown destination. The Central Bank Governor, in a statement released in Abuja on Saturday morning, said his joy knew no bounds when the news of his wife’s rescue reached him Friday night. He praised security agencies for their gallantry in bringing his wife back home within 24 hours in compliance with the directive of President Buhari. He also expressed his gratitude to the Delta and Edo State Governments, friends and well wishers who, through their actions, prayers and goodwill, helped to bring this harrowing experience to a joyful end. He reaffirmed his resolve to continue to serve the nation diligently and with all his heart without any fear of intimidation.
